A boiler may be the most obvious problem in a cold home, but ECO4 is designed to improve the energy performance of the property rather than simply exchange one appliance for another. That is why an ECO4 boiler enquiry often leads to a retrofit assessment covering insulation, ventilation, heating controls and the existing heating system.
Even an efficient boiler can waste energy in a home that loses heat rapidly through its roof, walls or floor. A whole-house plan aims to reduce that heat loss, then match the heating to the improved property. The intended result is a warmer, safer and more economical home—not merely a newer boiler.

What does a whole-house approach mean?
Ofgem describes ECO4 as a fabric-first, multiple-measure, whole-house policy. Under PAS 2035:2023, the process covers assessment, options evaluation, design, installation, commissioning and handover.
“Whole-house” does not mean every home receives every measure. It means the property is treated as one system. Insulation changes heat demand. Airtightness affects ventilation. Controls affect how efficiently heat is delivered. Moisture, construction and occupant needs determine whether work is appropriate.
A good retrofit plan asks more than “Which boiler fits?” It asks: “Which combination of improvements will help this home perform better without creating avoidable risks?”
When reviewing a proposed package, consider its likely SAP improvement, suitability for the building, moisture and ventilation risks, heating performance, disruption, warranties, required contribution and aftercare.
Why a boiler alone may not solve the problem
A modern condensing boiler can use fuel more effectively than an old appliance. Energy Saving Trust estimates that replacing a G-rated boiler with an A-rated boiler and full controls could save around £420 a year in Great Britain, although actual savings vary.
The boiler produces heat; it does not retain it. In an under-insulated property, rooms cool quickly, the system runs longer, cold surfaces can increase condensation risk and some rooms may remain uncomfortable despite high fuel use.
Insulating suitable roof, wall and floor elements reduces heat demand. Correct controls then help deliver heat only where and when it is needed.
The ECO4 rules behind the approach
Three features explain why a boiler request often becomes a package.
1. Property-level improvement targets
For a full project score, a home starting in SAP band F or G generally must reach at least band D. A home starting in D or E generally must reach at least band C. A boiler swap alone may not provide enough improvement where major fabric weaknesses remain.
2. Insulation preconditions
Ofgem states that all ECO4 heating measures—including upgrades, repairs, replacements, first-time central heating, controls and solar PV—are subject to insulation preconditions.
Depending on the property, relevant insulation may need to be installed, already meet the required standard, be absent from that construction or qualify for an exemption. For many E, F and G-rated homes receiving a heating measure, exterior cavity walls and relevant loft or roof areas must be appropriately addressed.
3. PAS 2035 coordination
PAS 2035 requires the retrofit team to consider interactions between measures. Adding insulation without reviewing ventilation can increase moisture risk. Replacing heating without assessing demand can produce poor sizing or inefficient operation.
The process can include a pre-retrofit assessment, improvement options evaluation, medium-term improvement plan, commissioning and handover.
What happens during an ECO4 assessment?
- Eligibility check. Routes include qualifying benefits, social-housing criteria and ECO4 Flex. Eligibility does not guarantee funding.
- Whole-home assessment. The assessor records construction, insulation, heating, ventilation, condition and energy rating.
- Heating inspection. The boiler is classified as efficient or inefficient, working or broken and, where relevant, economical to repair.
- Options and design. Suitable measures are modelled as a package around technical constraints and household circumstances.
- Installation. Measures should follow the correct sequence. Insulation required as a precondition must be completed no later than the heating measure.
- Handover. The occupier should receive contracts, declarations, warranties and operating information.
What measures may accompany a boiler?
A package could include:
- Loft or roof insulation
- Cavity-wall or solid-wall insulation
- Underfloor insulation
- Heating controls
- Ventilation improvements
- Solar PV
- First-time central heating
- Renewable heating
- A district-heating connection
Not every measure suits every home, and evidenced exemptions can apply where work is technically inappropriate or cannot reasonably be installed.
Example: a 1930s semi-detached home
Consider an owner-occupied, EPC E-rated semi with a non-condensing boiler, an uninsulated cavity and thin loft insulation. Replacing only the boiler improves appliance efficiency but leaves major heat-loss routes untreated.
A whole-house proposal might combine cavity-wall insulation, a loft top-up, appropriate ventilation, modern controls and an efficient boiler upgrade. The fabric reduces heat demand; the controls reduce waste; and the boiler serves a better-performing home.

Can ECO4 still fund a boiler replacement?
Potentially, but the route depends on the existing appliance.
An inefficient non-condensing boiler may be eligible for an uncapped heating-system upgrade. A broken efficient boiler may be repaired where economical or replaced where it cannot be economically repaired, but efficient broken-heating replacements are subject to a scheme cap.
Private rented homes also face additional restrictions. Landlord consent is required, and ordinary boiler repair or replacement is generally restricted within private-rented-sector package upgrades.
Boiler age alone does not decide the outcome. The assessment must classify the appliance and identify what the property needs.
ECO4 costs, contributions and savings
ECO4 is an obligation placed on energy suppliers, not a universal cash grant. Suppliers decide which eligible projects to support and how much funding to provide. Some households receive full funding; others may be asked to contribute. Ofgem advises consumers to compare offers where a contribution is requested.

Why the installer and retrofit team matter
Poor detailing around insulation, ventilation, pipework or controls can undermine the design. ECO4 installers should meet the relevant TrustMark and PAS requirements. Gas-boiler work must be completed by a Gas Safe registered business, while renewable heating normally requires MCS certification.
Before work starts, ask for:
- The complete scope of work
- The name of the funder or obligated supplier
- Any household contribution
- The proposed installation sequence
- Ventilation provisions
- Product and workmanship warranties
- Complaints and remediation procedures
- Aftercare arrangements
Do not sign the post-installation declaration until the work is complete and you are satisfied with it.
Is the whole-house approach worth it?
For a poorly performing home, it is generally more logical than replacing the heat source in isolation. The best package is not the one with the most measures. It is the one that tackles key heat-loss routes, manages ventilation and moisture, sizes the heating correctly and offers credible long-term value.
Assessment takes longer, work may be disruptive, some measures may prove unsuitable and savings cannot be guaranteed because weather, energy prices and household behaviour vary.
