Yes, in many cases you can get a new boiler without having insulation installed first. The deciding factor is how the work is funded.
A privately paid-for boiler replacement does not normally depend on loft, cavity wall or floor insulation being installed beforehand. An Energy Company Obligation (ECO4) boiler or heating measure may be tied to “fabric-first” rules. Certain insulation must already be present, be installed within the same project, or qualify for a valid exemption. The requirement depends on the home’s EPC/SAP band, construction and proposed heating upgrade.

The three situations homeowners often confuse
1. Buying a replacement boiler privately
When you pay for a gas, LPG or oil boiler yourself, the installer can normally replace it without first adding loft or wall insulation. The installation must still comply with building and safety requirements. Gas and LPG work must be completed by a Gas Safe registered engineer, and the installation should be notified and certificated.
A competent engineer should assess heat loss, boiler output, radiators, controls, the flue and pipework. Insulation affects boiler sizing, but an uninsulated home is not automatically unsuitable for a modern condensing boiler.
2. Receiving a boiler or heating upgrade through ECO4
ECO4 is a whole-home energy-efficiency programme in Great Britain, not simply a “free boiler scheme”. Current Ofgem guidance says heating measures are subject to insulation preconditions, and the scheme runs to 31 December 2026.
For Band E, F and G homes receiving a heating measure, exterior-facing cavity walls and relevant loft or roof areas generally need to be insulated. The requirement may be met by existing compliant insulation, work completed within the ECO4 project, a valid exemption, or a combination. If insulation is part of the project, Ofgem requires it to be completed on or before the heating measure.
Band D rules depend on the heating measure. Ofgem’s flowchart indicates that a Band D home receiving an eligible heating measure other than first-time central heating or a district heat connection generally needs at least one eligible insulation measure, unless all eligible insulation is already present.
Private rented homes face extra restrictions. Ordinary boiler repair or replacement is generally not eligible in private rented properties under ECO4, although renewable heating, first-time central heating and district heating are treated differently.
3. Applying through the Boiler Upgrade Scheme
Despite its name, the Boiler Upgrade Scheme does not fund a conventional gas boiler. It supports eligible heat pumps and biomass boilers in England and Wales through an MCS-certified installer.
The former legal requirement concerning outstanding loft or cavity wall insulation recommendations was removed in May 2024. Current guidance still recommends energy-efficiency upgrades where practical because they can reduce heat loss, but insulation is not a grant eligibility condition.
What counts as existing insulation?
An ECO4 assessor should not assume that every home needs brand-new insulation. Existing insulation may satisfy the precondition if it covers the relevant building element and meets the prescribed standard. If it falls short, topping it up may be sufficient. Ofgem’s checklist records whether insulation already complies, will be installed as part of the project, is exempt, or is irrelevant because the construction element is absent.
The survey should record evidence and check for damp, poor ventilation, unsuitable cavities and roof defects.
Can you refuse insulation and still receive an ECO4 boiler?
You can refuse work in your home, but the funder may then be unable to claim the heating measure under ECO4. That does not allow an installer to pressure you into unsuitable work. Ofgem provides exemption routes where a measure cannot be installed, provided the reason is properly evidenced and notified. A listed building or genuine technical constraint may be relevant.
Ask for the package in writing, including why the insulation is suitable, whether an exemption was considered and who provides the guarantee.
Should insulation come before a privately funded boiler?
Sometimes, but it should be a technical recommendation rather than a blanket condition. Insulation reduces heat loss, improves comfort and may help the heating system operate at a lower flow temperature. Energy Saving Trust says heating and hot water account for more than half of typical household energy spending, so improving the building fabric and heating system together can be effective.
Loft-insulation top-ups and draught-proofing are often sensible. Wall insulation needs greater care because construction, exposure, moisture and ventilation must be assessed.

- Identify the funding route. Establish whether the proposal is private, ECO4-supported, locally funded or a Boiler Upgrade Scheme installation.
- Check the assessment. Confirm the EPC/SAP band, wall and roof construction, existing insulation, ventilation and damp risks.
- Establish boiler eligibility. ECO4 repair or replacement depends on the existing system’s type, efficiency, condition and whether repair is economical.
- Request a written plan. Insulation should be specified by area, material, thickness, finish, ventilation changes and guarantee.
- Compare complete quotations. Include controls, filter, system cleaning, pipe alterations, scaffolding, making good and waste removal.
- Verify credentials. Use a Gas Safe engineer for gas work and an MCS-certified installer for Boiler Upgrade Scheme work.
- Check exclusions. A funded package may not cover decoration, access work or unrelated repairs.
