Can controls be included with an ECO4 boiler?

The pre-installation RdSAP assessment records whether the property already has the minimum controls. If it does not, the boiler can use the “no pre-heating-controls” scoring route, and missing TRVs plus a programmer and room thermostat can also be installed.
Controls matter because a modern condensing boiler needs the wider system to manage heat demand. They decide when the boiler runs, the target temperature and which radiators receive hot water, helping prevent unnecessary heating.
Which heating controls can ECO4 fund?
TRVs
TRVs regulate the flow of hot water through individual radiators, allowing different rooms to be kept at different temperatures. ECO4 may fund them where the assessment shows they are absent or incomplete.
Programmer and room thermostat
A programmer sets heating times. A room thermostat switches the heating system according to the temperature in a reference room. ECO4 treats these as a standard control measure where the required functions are missing.
Smart thermostat
A qualifying smart thermostat may add remote access, scheduling, automation or optimisation. It is not automatically the best choice for every household. Simple controls may suit people who do not use smartphones or want a more straightforward interface.
Zoned and compensation controls
Time and temperature zone control allows at least two areas to be programmed independently. Weather or load compensation varies boiler flow temperature according to outdoor conditions or heating demand.
These advanced options can qualify where the equipment is compatible, the function is new and ECO4’s control-combination rules are met.
When will ECO4 not fund controls?
Where the pre-installation assessment records a full set of functioning standard controls, ECO4 cannot normally claim another standard set.
Ofgem says this applies even if the existing controls are broken or need replacing because they are incompatible with the new boiler.
This does not mean an installer can leave a new boiler without suitable controls. It means replacement controls may not attract a separate ECO4 score. The contract should clearly state:
- Which controls are being fitted
- Whether each control is an ECO4-funded measure
- Whether anything is included as part of the boiler installation
- Whether the household must contribute
An advanced control may still qualify if it was not already present and meets the relevant product, assessment and combination requirements. For example, compensation may be eligible, but it cannot always be claimed alongside a funded smart thermostat.
Does the new boiler qualify?

An inefficient, non-condensing boiler may qualify for a heating-system upgrade. An efficient condensing boiler that has broken down may qualify for repair or replacement only where it cannot be economically repaired. Replacements of efficient broken heating systems are also subject to ECO4 scheme limits.
The boiler’s condition and likely repair cost must therefore be assessed before funding is approved.
Private rented homes have tighter rules. In general, repair or replacement of an existing boiler is not eligible in the private rented sector, although first-time central heating, renewable heating or a district-heating connection may be permitted. Landlord permission is also required.
Who may qualify for ECO4?
ECO4 operates in Great Britain and currently runs until 31 December 2026. It targets low-income, fuel-poor and vulnerable households living in homes that require energy-efficiency improvements.
