ECO4 is a whole-house programme for lower-rated homes, not a stand-alone “free boiler” promise. A retrofit assessment determines which measures could benefit the property, and eligibility does not guarantee that a supplier will fund a particular measure.
How is the ECO4 boiler decision made?
1. Eligibility and tenure are checked
ECO4 supports qualifying low-income, fuel-poor or vulnerable households living in energy-inefficient homes.
Owner-occupied properties generally need an EPC rating of D, E, F or G. Private-rented and social-housing rules are tighter, and boiler repair or replacement is not available in every tenure or project type.
Households may qualify through an eligible benefit or an ECO4 Flex referral. However, household eligibility is only the first stage. The property and proposed measures must also satisfy the scheme requirements.

Repair is most likely where an efficient boiler has an isolated fault, genuine replacement parts are readily available and the documented cost remains below Ofgem’s threshold.

When can ECO4 boiler replacement be approved?
Replacement is most likely where an efficient boiler is genuinely broken and:
- Essential components are obsolete
- Parts cannot be obtained within a reasonable timeframe
- The repair costs more than replacement
- The repair exceeds the relevant Ofgem economic threshold
For a non-condensing boiler, replacement may instead be recorded as an efficiency upgrade. That is different from declaring an efficient boiler beyond economic repair.
