What does “linked” actually mean?

“Linked” does not necessarily mean that every panel is wired directly to a heater. A grid-connected solar system normally supplies the home’s live electrical demand first, with unused generation exported or stored if a battery is present.

For ECO4, the system must be arranged so that at least some solar electricity is used by equipment that generates heat in the home. Ofgem says a system designed to bypass the property and send all generation directly to the grid would not meet the rule.

Households are therefore often offered insulation, qualifying electric heating and solar PV as one whole-house project.

Why is solar PV treated as a heating measure?

ECO4 is built around calculated annual bill savings and improvements to inefficient homes. Ofgem describes it as a whole-house, fabric-first scheme focused on low-income, fuel-poor and vulnerable households, using multiple measures to improve a property.

Solar PV generates electricity rather than heat. Within ECO4, its relevant benefit is that it can reduce paid-for electricity used by an eligible heating system. That connects the panels to the scheme’s Home Heating Cost Reduction Obligation.

A gas-heated home may still benefit from privately purchased solar because panels can power appliances and reduce electricity imports, but that is different from meeting ECO4’s heating-measure rules.

Which electric heating systems can qualify?

Ofgem names three routes:

  • A hydronic heat pump supplying a wet central-heating system.
  • High heat retention electric storage heaters, with improved insulation and controls.
  • Another electric heating system with a SAP responsiveness rating of 0.8 or above.

All electric storage heaters and electric heating systems installed under ECO4 must meet the 0.8 threshold. High heat retention storage heaters satisfy it.

An electric boiler may meet the definition of electric heating, but current guidance says electric boilers cannot themselves be installed as ECO4 measures because they are not covered by the required PAS installation annex.

Why are gas-heated homes usually excluded?

If a property’s primary heating remains gas, solar generation mainly reduces ordinary electricity use—not the gas consumed by the boiler. ECO4 therefore does not normally score the panels as reducing the principal heating cost.

Ofgem also says solar PV should not be installed where there are plans to add a non-electric primary heat source afterwards. This protects the logic of the funded project: the solar measure was approved because it supported electric heating.

Solar may still suit gas-heated homes, but another funding route or private installation may be needed.

Does solar provide free heating?

No. Solar panels reduce grid electricity use while generating, but UK heating demand is greatest during darker winter periods and often peaks in mornings and evenings. A heat pump running in daylight can use solar directly. Storage heaters that mainly charge overnight may have less overlap unless they include daytime functions or battery storage.

A battery can be fitted during an ECO4 retrofit, but it is not a scored ECO4 measure. The proposal should state whether one is included, separately funded or excluded.

Value depends on array size, orientation, shading, household demand, tariff and self-consumption. Energy Saving Trust says electrically heated homes typically have greater potential savings than non-electrically heated homes, but a property-specific estimate is essential.

Why insulation often comes first

Solar panels do not prevent heat loss. A poorly insulated home can still need large amounts of energy to stay warm.

ECO4 applies insulation preconditions to heating measures, including solar PV. The assessment may identify roof, loft, wall or other fabric improvements before or alongside the heating work.

Reducing heat demand improves comfort and supports correct system sizing.

How to assess an ECO4 proposal

  1. Confirm the eligibility route. Ask whether it is based on benefits, social-housing rules or ECO4 Flex. Owner-occupiers generally need an EPC of D–G; private-rented homes generally need E–G and landlord permission.
  2. Request the complete retrofit design. It should show insulation, ventilation, heating, controls, solar capacity and excluded work.
  3. Check heating suitability. Storage heaters can suit smaller, well-insulated homes using off-peak tariffs. Heat pumps require proper heat-loss calculations, emitter sizing and controls.
  4. Ask for an annual estimate. It should separate solar generation, household use, exports, heating demand and grid imports.
  5. Check the tariff. Heavy use of storage-heater boost functions at peak rates can increase bills.
  6. Verify certification. Solar installers must be MCS-accredited or meet an approved alternative, and work must follow relevant MCS requirements and PAS 2035:2023.
  7. Collect the handover documents. Obtain warranties, guarantees, commissioning records, certificates, controls instructions and complaint routes.

Energy Saving Trust places a typical 4.5 kWp domestic solar system at about £7,600. The Centre for Sustainable Energy gives broad figures of £400–£800 per high heat retention storage heater and £6,000–£18,000 for heat pumps. These are guides, not ECO4 quotations. A survey is required, and “free solar” should not be assumed until the scope and contribution are confirmed in writing.

ECO4 runs to 31 December 2026 following a nine-month extension. The extension gives suppliers more time to complete existing obligations and remedial work; it did not increase the overall target. Availability can therefore vary.

Results depend on assessment, design and commissioning. Incorrect heat-loss calculations, unsuitable heater sizing, poor controls, roof defects or weak resident guidance can undermine comfort and savings.

Choose an installer that explains the proposal rather than simply promising “free” measures.
