Household eligibility can arise through benefits including Universal Credit, Pension Credit, Income Support, income-based JSA, income-related ESA, Housing Benefit and qualifying Child Benefit. ECO4 Flex can also cover some households with gross income below £31,000, certain health conditions worsened by a cold home, persistent fuel debt or repeated prepayment disconnection.

Which storage heaters meet the ECO4 solar rules?

The key distinction is between simply owning storage heaters and having a system that meets ECO4’s technical definition.

Ofgem states that solar PV is eligible where the property has high heat retention electric storage heaters or another qualifying electric system with a SAP responsiveness rating of 0.8 or above. ECO4-installed storage heaters must also meet that threshold.

If the existing heaters are old, damaged or low-retention models, the proposal may include replacement heaters and solar PV as one coordinated package. The assessor must still confirm that the heating upgrade is permitted for the property, tenure and starting system.

Solar must be configured so that some generated electricity is used by equipment providing heat in the home. A design that simply exports the electricity would not meet the measure’s purpose. A non-electric primary heat source should not be planned after the ECO4 solar installation.

The four tests your home must pass

1. Household eligibility

You may qualify through the Help to Heat Group, social housing rules or ECO4 Flex. Private tenants need landlord permission, and qualification normally follows the tenant’s circumstances rather than the landlord’s income.

2. Property eligibility

Owner-occupied homes normally need an EPC rating of D, E, F or G. Private rented homes generally need E, F or G. ECO4 usually aims to improve D or E homes to at least C, and F or G homes to at least D.

3. Heating compatibility

The assessor identifies the heater make, model, condition, controls and SAP responsiveness. Portable heaters and ordinary panel radiators should not be assumed to count as qualifying storage heating.

4. Fabric and roof suitability

Solar PV is classed as a heating measure, so insulation preconditions apply. Depending on the starting band, cavity walls, loft or roof may need treatment first. The survey also checks roof area, orientation, shade, structure, cabling and electrical capacity.

What could an ECO4 package include?

A qualifying project may combine solar PV with high heat retention storage heaters, controls and insulation. Battery storage can be installed during an ECO4 retrofit, but Ofgem does not treat it as a scored ECO4 measure. Whether a battery is included and who pays depends on the offer.

Ofgem’s solar scoring considers system capacity, orientation and inclination. ECO4 applies a total generation-capacity cap of 10kWp per home, including any existing PV.

Example UK use case: An EPC E-rated bungalow has outdated storage heaters and a low-income occupant. The survey identifies inadequate loft insulation, a suitable south-east-facing roof and a need for high heat retention heaters. A compliant proposal could include insulation, heater upgrades, controls and solar PV, subject to supplier funding.

Ofgem says suppliers choose which projects and costs to support, so a contribution may be requested. A survey is required for an accurate quotation. Judge any offer by its written scope, warranties and total contribution—not a headline promise of “free solar”.

Will solar reduce storage-heater bills in winter?

Solar can reduce imported electricity, but generation and heating demand occur at different times. Storage heaters often charge overnight, while panels generate during daylight. Solar may still power daytime heating top-ups, hot water and appliances. A battery can shift some daytime generation into later use, although it is not automatically ECO4-funded.

Panels work on cloudy days but produce less in weak winter light. They should be viewed as a contributor to lower annual electricity costs, not a standalone winter heating supply. Roof direction, shading, tariff, system size and household behaviour affect savings.

Why the installer matters

ECO4 solar must use an appropriately accredited MCS installer, follow relevant MCS requirements and PAS 2035:2023, and ECO installers generally need TrustMark accreditation. Poor surveying, unsuitable roof fixings, incorrect heater sizing or weak handover can reduce performance and create avoidable problems.

Before signing, verify the TrustMark and MCS details, identify the supplier funding the work, confirm every included measure, and request warranties, generation estimates and any customer contribution in writing.
