Why ECO4 takes a fabric-first approach
Insulation and solar solve different problems. Insulation reduces heat loss; solar PV generates electricity. A poorly insulated home may still need large amounts of electricity to stay warm after panels are fitted.
ECO4 therefore uses a whole-house approach rather than isolated installations. Its minimum improvement target normally aims to move starting band D or E homes to at least band C, and band F or G homes to at least band D. One property may receive insulation, ventilation, electric heating and solar, while another may receive no solar.
Passing a household eligibility check does not guarantee panels. ECO is an obligation on energy suppliers, not a grant entitlement. Suppliers choose which compliant projects they fund and may offer different funding levels.
ECO4 formally runs until 31 December 2026. However, the nine-month extension was introduced to help suppliers meet existing targets and remediate non-compliant installations; it did not create an unlimited new pot of funding.
What insulation could be required?
For a band D home receiving solar PV, the qualifying fabric measure may be:
- Pitched, flat or room-in-roof insulation.
- Cavity-wall or solid-wall insulation.
- Party cavity-wall insulation.
- Solid-floor or suspended-floor insulation.
Loft insulation is treated differently within the detailed band D precondition, so the retrofit assessment—not a telephone quotation—must determine the correct measure.
For band E, F and G homes receiving solar PV, the normal precondition is broader: exterior-facing cavity walls and the loft, rafters or relevant roof area must generally be insulated. This may be satisfied by existing insulation, work completed within the project, exemptions or a combination.
New insulation must be completed on the same day as, or before, the solar measure. Existing insulation below the required standard may need topping up before it can satisfy the precondition.
When is existing insulation enough?
You do not automatically need insulation replaced because it is old. The project team should establish its coverage, condition and thermal performance through the retrofit assessment, measurements, certificates, photographs and approved property data.
The question is not simply, “Do I have insulation?” It is, “Does the relevant building element meet the ECO4 precondition?”
A thin or incomplete loft layer may need topping up. Cavity insulation may need checks for coverage and defects. Roof, guttering, pointing or damp problems should be addressed before insulation to avoid trapping moisture or causing the insulation to fail.
Ask for written confirmation of:
- Which building elements were inspected.
- Which insulation is accepted as pre-existing.
- What needs upgrading or repairing.

Can you receive ECO4 solar panels without insulation?
Sometimes, but only in defined circumstances. A building element may be exempt where insulation cannot reasonably be installed and the exemption is recorded in the ECO4 register. Listed-building constraints or technical unsuitability may be relevant, depending on the evidence.
An exemption is not simply a homeowner preference. All reasonable methods must be considered. For a cavity wall, cavity, external and internal insulation may all need assessment before the element can be accepted as exempt.
Refusing a recommended measure can make the package non-compliant or prevent it from reaching the required EPC improvement. Never accept unsuitable work merely to obtain panels; ask the Retrofit Coordinator to explain the alternatives.
Solar-specific ECO4 eligibility rules
Meeting the insulation rules does not make every home eligible for ECO4 solar. Solar PV must reduce the cost of eligible electric heating.
The home must already have—or receive within the project—a hydronic heat pump, high-heat-retention electric storage heaters or another qualifying electric heating system with the required SAP responsiveness rating.
Solar should not be installed under ECO4 where a non-electric primary heat source is planned. Some of the electricity generated must be used by equipment producing heat inside the home.
The solar installer must meet MCS requirements, and the installation must follow PAS 2035:2023. ECO4 applies a 10kWp scoring cap per home, including existing solar capacity, although the correct system size should be based on usable roof area, orientation, shading and electricity demand.
How to prepare for the survey
- Check your EPC. ECO4 generally treats homes in bands D to G, subject to household, tenure and scheme-route rules.
- Collect evidence. Find insulation certificates, guarantees, previous EPCs and heating-system details.
- Report defects. Mention damp, mould, leaks, defective pointing, poor guttering or blocked vents.
- Request the whole-house plan. Ask which measures are required, in what order and why.
- Check credentials. Confirm that the relevant businesses are TrustMark registered and that the solar installer is MCS certified.

ECO4 is not always completely free. Suppliers set funding levels and may request a contribution. Ofgem recommends shopping around where a contribution is requested.
