Broken vs Inefficient Boilers: Which Can Qualify Under ECO4?

A broken boiler and an inefficient boiler can both potentially qualify for support under ECO4, but they are assessed under different rules.

The most important distinction is not simply whether your boiler is old or unreliable. An assessor must establish whether it is:

  • Broken but efficient: normally a condensing boiler that no longer responds properly to a demand for heating or hot water.
  • Inefficient: normally a non-condensing boiler, or a system with efficiency no better than a non-condensing boiler.
  • Broken and inefficient: usually treated as an inefficient-heating upgrade rather than a broken efficient boiler replacement.

This distinction affects whether the boiler should be repaired, can be replaced and whether the measure is subject to ECO4 funding limits.

ECO4 currently runs in Great Britain until 31 December 2026, following a nine-month extension. However, the extension did not increase suppliers’ overall targets, so available funding can still vary between providers and areas.

An inefficient non-condensing boiler is generally more straightforward to qualify for than a broken modern condensing boiler.

A qualifying owner-occupied home may receive an upgrade from an inefficient boiler to a modern efficient heating system, whether the old boiler is working or broken. These upgrades are not included within the broken efficient heating replacement cap.

A broken condensing boiler may also qualify, but it must be properly diagnosed. It will normally be repaired where economical. Replacement is considered only when it cannot be economically repaired and is subject to a limited annual ECO4 allocation.

Boiler condition alone is not enough. Your household circumstances, property tenure, EPC or SAP rating, insulation requirements and the energy supplier’s funding decision must also be considered.

Ofgem defines an inefficient non-electric central heating system as one containing a non-condensing boiler, or having efficiency no better than a system containing one. A broken boiler is one that does not respond appropriately to a demand for heating or domestic hot water when connected to its fuel and electricity supplies.

What counts as a broken boiler under ECO4?

A boiler is not classed as broken merely because it is noisy, old, expensive to run or occasionally loses pressure.

For ECO4 purposes, the engineer must diagnose a genuine breakdown. Ofgem’s definition requires the boiler to fail to respond appropriately when heating or hot water is requested.

The engineer must record:

  • The boiler’s make, model, fuel type and serial number.
  • The symptoms and faults observed.
  • The tests used to reach the diagnosis.
  • Whether replacement parts are available.
  • The estimated boiler age.
  • The actual cost of repairing it.
  • The cost of replacing it.

A broken efficient boiler will normally be considered for repair first. Replacement is permitted where the actual repair cost exceeds the replacement cost or the relevant economic-repair threshold set out in Ofgem’s assessment process.

Can a broken condensing boiler qualify?

Potentially, yes.

If you are an eligible owner-occupier and your condensing boiler has genuinely broken down, ECO4 may support a repair. If it cannot be economically repaired, it may be replaced with a new efficient boiler.

However, broken efficient boiler replacements fall within a national cap of 5,000 homes per year, divided between obligated energy suppliers. An applicant can therefore meet the technical criteria without a supplier having sufficient allocation available.

What counts as an inefficient boiler?

Under ECO4, an inefficient gas, oil or LPG boiler is generally a non-condensing boiler, or a boiler whose manufactured efficiency is no better than a non-condensing model.

Condensing boilers recover heat from exhaust gases that older boilers allow to escape through the flue. Most modern boilers are condensing, while many older systems installed before condensing technology became standard are non-condensing.

The engineer must confirm the classification using evidence such as:

  • The manufacturer and model.
  • Product databases or technical documentation.
  • Flue and boiler design.
  • SAP winter seasonal efficiency.
  • The steps used to determine that the boiler is non-condensing.

An inefficient boiler does not need to be completely broken. A working non-condensing boiler may still qualify for an upgrade because ECO4 treats the installation as an improvement to an inefficient heating system.

What happens when an inefficient boiler is broken?

A broken inefficient boiler is generally not repaired under the standard ECO4 route. Instead, it can potentially be upgraded to:

  • A modern condensing boiler.
  • A suitable renewable heating system.
  • A district heating connection.
  • First-time central heating, where the separate criteria apply.

These upgrades are outside the broken efficient heating replacement cap. This often makes an eligible non-condensing boiler a stronger technical candidate than a broken modern condensing boiler.

Which type is most likely to qualify?

For a typical owner-occupied home, the strongest boiler-related case is usually an inefficient non-condensing boiler in a qualifying low-EPC property.

That does not mean approval is automatic. ECO4 assesses the complete property and household rather than offering a universal “free boiler for anyone with an old boiler” scheme.

An old condensing boiler that still works is unlikely to qualify for a like-for-like gas boiler replacement. A condensing boiler with a minor repairable fault will normally be repaired rather than replaced. An inefficient non-condensing boiler, by contrast, can be considered for an upgrade even when it is still producing heat.

Who can qualify for ECO4 boiler support?

Eligibility normally has two parts: the household must qualify and the property must qualify.

Private households may qualify through an eligible means-tested benefit, the Warm Home Discount qualifying groups or an ECO4 Flex referral.

Qualifying benefits include Universal Credit, Housing Benefit, Income Support, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance, Pension Credit Guarantee Credit, Pension Credit Savings Credit and qualifying Child Benefit claims.

Under ECO4 Flex, possible routes include:

  1. A gross household income below £31,000.
  2. Meeting specified vulnerability or low-income proxies.
  3. A medical referral where a cold home may worsen an occupant’s health.
  4. An approved bespoke referral route.

Owner-occupied homes generally need a starting energy rating of D, E, F or G. Private rented homes normally need to be rated E, F or G.

Important rules for tenants and landlords

Like-for-like boiler repairs and replacements are generally not available for private rented properties under ECO4. An inefficient system in a privately rented home may instead be replaced by renewable heating, first-time central heating or a district heating connection where the relevant requirements are met.

The tenant’s circumstances are used to determine household eligibility, but the landlord’s permission is required before work begins. Social housing boiler replacement options are also considerably more restricted than those for owner-occupiers.

How the ECO4 assessment works

A reliable application process should include the following stages:

  1. Household eligibility check: Benefits, income, ECO4 Flex or another qualifying route is verified.
  2. Tenure check: The provider confirms whether the property is owner-occupied, privately rented or social housing.
  3. Energy assessment: An assessor establishes the home’s existing SAP or EPC performance.
  4. Boiler inspection: A suitably qualified person confirms whether the boiler is efficient, inefficient or broken.
  5. Repair assessment: For a broken efficient boiler, repair cost and parts availability are considered.
  6. Whole-house design: The Retrofit Coordinator identifies the measures required to achieve the project’s energy-performance target.
  7. Supplier approval: An obligated supplier decides whether to fund the project and whether a customer contribution is required.
  8. Installation and documentation: Approved work is completed, commissioned and supported by the required warranties.

Meeting the eligibility rules does not guarantee funding. ECO4 is an obligation placed on energy suppliers rather than a fixed-value grant paid directly to households. Suppliers choose which qualifying projects they fund and may make different offers.

Does ECO4 cover only the boiler?

Not necessarily.

ECO4 follows a whole-house, fabric-first approach. Projects generally need to improve a D or E-rated home to at least band C, or an F or G-rated home to at least band D.

Depending on the eligibility route and starting energy rating, loft, roof, cavity wall, solid wall or floor insulation may need to be installed before or alongside a heating measure. Existing insulation can count where it already meets the required standard.
