What is ECO4?
The Energy Company Obligation, commonly called ECO4, places legal obligations on larger energy suppliers to fund energy-efficiency improvements in eligible homes across Great Britain.
Although it is often advertised as a “government boiler grant”, Ofgem explains that ECO4 is not a conventional grant paid directly to the homeowner. Energy companies select the projects they will support, decide the level of funding and work with retrofit coordinators and installers to deliver the improvements.
ECO4 is currently scheduled to run until 31 December 2026. However, its nine-month extension was introduced to help suppliers complete existing obligations and resolve installation issues; the government did not increase the scheme’s overall targets. Qualifying households should therefore apply promptly, but they should not accept pressure selling or claims that approval is guaranteed.
Do pensioners automatically qualify?
No. There is no separate ECO4 rule that automatically qualifies everyone over State Pension age.
A pensioner is more likely to qualify when someone living at the property receives:

Receiving only the State Pension is not listed as a standard qualifying benefit. However, another resident’s qualifying benefit may establish household eligibility because the ECO4 measure can be installed where a member of the Help to Heat Group lives.

What condition must the boiler be in?
Benefit eligibility is only part of the assessment. The existing heating system must also meet ECO4’s technical rules.
A boiler may be considered for ECO4 support when it is:
- A non-condensing boiler or similarly inefficient system
- Broken and unable to provide heating or hot water correctly
- An efficient boiler that has broken down and cannot be economically repaired
- Part of a wider project where a renewable heating system is more appropriate
Ofgem defines a broken boiler as one that does not respond properly to a demand for central heating or domestic hot water when connected to its electricity and fuel supplies. Non-condensing boilers are treated as inefficient and may be upgraded to an efficient system.
There is no single scheme-wide rule stating that every boiler becomes eligible after a particular age. Its condition, efficiency, repair cost and suitability for the property must be assessed. A working modern condensing boiler will not normally be replaced like-for-like merely because the householder receives Pension Credit.
ECO4 also follows a whole-house approach. Depending on the EPC rating and eligibility route, insulation work may need to be completed before or alongside a heating measure. The eventual recommendation could therefore include loft, wall or floor insulation rather than only a replacement boiler.
Can pensioners qualify without Pension Credit?
Potentially. ECO4 Flex allows participating local authorities to refer households that do not qualify through the standard benefits route.
Possible routes include:
- Low income: combined gross annual income below £31,000 for the adults permanently living in the property.
- Proxy targeting: for example, certain households receiving a low-income Council Tax reduction or experiencing energy debt.
- Medical vulnerability: where a severe or long-term cardiovascular condition, respiratory disease, limited mobility or immunosuppression is adversely affected by living in a cold home.
- Bespoke local targeting: additional methods approved for a particular local authority.
A council declaration confirms eligibility for referral; it does not compel an energy supplier to fund the installation. Councils and suppliers are not required to participate in ECO4 Flex, and some areas may have limited or no remaining allocation.
Homeowners, tenants and social housing residents
Owner-occupiers generally need an EPC rating between D and G. Private tenants usually need an EPC rating between E and G and must obtain their landlord’s permission before work begins.
Social housing residents may receive certain ECO4 improvements where the property has a sufficiently poor energy rating, although the available measures and eligibility rules differ. A standard replacement gas boiler may not be the recommended option.
Applicants can check the government EPC register or ask their landlord for the current certificate. A missing or expired EPC does not necessarily end the application because the retrofit process may include an updated property assessment.

Why the installer matters
Even a high-quality boiler can perform poorly when it is incorrectly sized, badly commissioned or connected to a dirty and unbalanced heating system.
The installer should consider heat demand, radiator output, water pressure, controls, system cleaning and the correct flow temperature. Ofgem requires newly installed ECO4 boilers to be efficient condensing models and requires hydraulic balancing of wet central-heating systems.
