Documentation Guidelines for Grant Qualification
To proceed with your application under the ECO4 or GBIS scheme, whether through the LA Flex route, Benefit route, or Council Tax band route, supporting documentation is required. These documents enable us to verify your eligibility and are essential for submitting your application to the relevant local authority and government bodies.
Providing accurate documentation ensures compliance with scheme guidelines and helps avoid delays in processing your grant application efficiently and successfully.

Council Tax Bill
A recent Council Tax bill is used to verify the property’s location, occupancy status, and Council Tax band. Under certain funding routes, such as the Council Tax band eligibility criteria within the GBIS scheme, the banding of your property (typically A–D in England and Wales) plays a key role in determining whether you qualify for grant support.
This document also helps confirm that the address provided matches official records, ensuring the application meets local authority and government compliance standards.
Utility Bills
A recent utility bill (such as gas, electricity, or water) is used to confirm the applicant’s current residence and establish occupancy at the property where energy efficiency improvements are being considered.
This document helps verify that the property is actively in use and aligns with the information submitted in your application. It also supports compliance with local authority and government requirements under schemes like ECO4 and GBIS.

Bank Statements
Bank statements are required when applying through the LA Flex route to verify household income and assess eligibility under the low-income criteria. This helps local authorities determine whether your household meets the financial thresholds set out in the flexible eligibility guidelines.
By reviewing recent bank statements, we can demonstrate your income level and support your application for funding under schemes like ECO4 and GBIS, ensuring it aligns with government and council requirements.
Benefit Certificate
A valid Benefit Letter is required to confirm that you or someone in your household receives qualifying government benefits. This is a key requirement when applying through the Benefits Route under schemes such as ECO4 and GBIS.
The letter serves as official proof of entitlement and helps verify that your application meets the specific criteria set by the government for grant funding. It ensures transparency and compliance with eligibility checks conducted by councils and funding bodies.

GP Letter or Health Condition Evidence
A GP Letter is required when applying through the LA Flex Health Route to confirm that a member of the household is living with a health condition that could be exacerbated by a cold or poorly insulated home. This includes conditions related to respiratory, cardiovascular, or mental health, among others.
The letter, issued by a GP or healthcare professional, helps local authorities assess vulnerability and prioritise support for households most at risk. It forms a crucial part of the eligibility verification process under the ECO4 and GBIS schemes.
